After several reboot/safe mode tries, I ended up put in an add-in video card and it boot in to windows with the new card then I can work from there. I'm sure this is well meant, but how can you do anything in Device Manager if you are stuck in a boot loop? In fact replace the battery first, then re-flash the BIOS.
