After logging in with another user (not the one CI uses) I was able to restore all the packages and logging in with the CI user consistently gave timeout errors. The weird thing is that on the same network (I thought it could've been a network issue) a Linux Mint VM is restoring perfectly well. We recommend upgrading to the latest Safari, Google Chrome, or Firefox. It worked perfectly, and now fully signed into my Apple ID on the Watch.
